Any homeowner or contractor (Building, Mechanical, Plumbing, Electrical, etc) completing a permit for a home within the 100 year floodplain needs to print and complete a Substantial Improvement Packet. If you are unsure that the address is in the floodplain, you can call the office at (989)781-1353 to inquire. There is no additional fee to file the Substantial Improvement Packet.
